POSITION DESCRIPTION

POSITION TITLE: Director, Purchasing

DEPARTMENT: Purchasing SITE: DO

SALARY SCHEDULE: A&P - GRADE: C

BASIC FUNCTION:

Plans, organizes, manages and directs the purchasing operations of the college, including forms management, archives and risk management.

RESPONSIBILITIES:

v      Directs the overall purchasing operations including the audit process to verify compliance with State and College rules and procedures.

v      Prepares specifications with budget supervisors, including finalizing all bids and issuing invitations for college contracts.

v      Submits contractor bid information to the Board of Trustees for approval.

v      Recommends the hiring of employees and trains, directs and evaluates work of staff assigned at all sites. Handles grievances within the unit.

v      Prepares and administers the department budget.

v      Develops and recommends revisions to purchasing procedures.

v      Directs the college's risk management program in accordance with SPJC goals and established policies.

v      Supervises the forms management program and maintenance of college records in the archives.

v      Prepares reports and statistical studies relating to the operations and services of the department.

v      Performs related duties as required.

EDUCATIONAL REQUIREMENTS:

Bachelor's degree in the business field.

EXPERIENCE REQUIREMENTS:

Five (5) years experience in supervising and participating in purchasing products, materials, services and supplies. Purchasing experience in a community college is preferred.

KNOWLEDGE/ABILITIES/SKILL REQUIREMENTS:

Knowledge of the practices and procedures involved in purchasing. Knowledge of College, Federal and State regulations relating to purchasing. Knowledge of computerized purchasing practices and procedures. Knowledge of the college's purchasing accounting system and procedures. Knowledge of the sources of products, material and services. Ability to prepare complex statistical reports. Ability to implement and maintain operating systems and procedures. Ability to maintain good working relationships with vendors, staff and the community. Computer and calculator skills. Supervisory skills. Verbal and written communications skills. Mathematics skills.
