POSITION DESCRIPTION
POSITION TITLE: HR Systems Support Specialist and Programs Coordinator
DEPARTMENT: Human Resources SITE: Epi
SALARY SCHEDULE: Administrative/Professional GRADE: T-3
BASIC FUNCTION:
Under general direction, performs independent, responsible and complex human resource management services work in support of a college campus(s) environment. Support services include, but are not limited to, classification and compensation, benefits, payroll processing and records, training and general employee relations. Apply and interpret rules to appropriate situations within areas of responsibilities.
RESPONSIBILITIES:
Technical
· Analyzes and designs Internet-based systems for Human Resources applications.
· Provides functional & technical support to the testing and implementation of HRIS modules and systems.
· Researches, analyzes, and recommends setup modifications and enhancements to computer applications to include the development of specifications for using any or all of the tools, modules, and features that the college’s technology has to offer.
· Assists Human Resources functional staff in conducting business process analysis and making recommendations for process improvement.
· Writes computer applications and queries according to specifications for Human Resources/Payroll related reports.
· Documents applications and queries to enable departmental staff to continue computer support to the related systems.
· Writes other ad hoc queries to support Human Resources decision-making and process analysis.
· Works as necessary in the maintenance of system software for any of the departments specialized software, tables and/or databases.
· Works as directed in the continual effort to employ effectively emerging technologies in support of college needs.
Attendance and Leave
· Researches employee situations, such as leave balances and usage.
· Reviews and processes employee requests for FMLA and other types of leave absences.
· Reviews eligibility for FMLA and monitors time off.
· Inputs, updates and closes out FMLA leave in PeopleSoft.
· Monitors time off, both paid and unpaid.
Employee Relations
· Monitors, evaluates and analyzes performance evaluation data, counsels’ supervisors and employees as to proper evaluation practices.
· Conduct on-going employee/management surveys to analyze and determine human resource management needs and customer service strategies.
· Maintains understanding of campus/site organization climate and assess for alternative human resource management strategies.
· Reviews and distributes evaluations to supervisors for all classes of employees to insure timely completion.
· Contributes to the maintenance of the Career Service Manual.
Classification and Compensation
· Coordinates the proper completion of position descriptions, performance standards and job evaluation criteria with college consultant.
· Evaluates salary survey data for determining compensation strategies.
· Recommends alternative compensation strategies for special campus/site/department needs.
· Forecast personnel-related budgets.
· Develops and updates competitive pay structures.
· Counsels top management and field HR managers on compensation issues.
· Participates in multiple compensation surveys; analyze and interpret data results.
EDUCATIONAL REQUIREMENTS:
BA/BS degree or Associates degree from an accredited institution with two (2) years related experience in addition to experience required below.
EXPERIENCE REQUIREMENTS:
Four (4) years of related experience (six (6) years with Associates degree).
KNOWLEDGE/ABILITIES/SKILL REQUIREMENTS:
Knowledge of basic categories of professional Human Resources Management practices including advanced and specialized knowledge of at least one major category of human resource management. Ability to make sound judgments based on facts found in human resource management related investigations Possession of a valid Florida Drivers License. Skill in the use of a computer. Verbal and written communications skills. Ability to deal with people, agencies and organizations. Ability to handle sensitive situations.
